SENATE RESOLUTION NO. 14
(By Senators Dugan, Buckalew, Snyder, Ross, Sharpe and Sprouse)
Supporting the upgrade of West Virginia Route 9 and the
construction of Exit 14 on Interstate 81 to City Hospital in
Martinsburg, West Virginia.
Whereas, The upgrade of West Virginia Route 9 and the
creation of an interchange on Interstate 81 are roadway
constructions to improve public safety and the health of our
citizens; and
Whereas, The eastern panhandle is predicted to continue to
experience population growth due to the ongoing economic
development in the region which places increased demands on
local, state and interstate highway systems; and
Whereas, A four-lane upgrade of West Virginia Route 9 would
complement future business development and expansion in the
eastern panhandle; and
Whereas, A growing population requires better access to
health care, roads and infrastructure; and
Whereas, West Virginia Route 9 and Exit 14 would enhance
continued business expansion and improve the quality of life of
the citizens; and
Whereas, Exit 14 would provide expedited direct access to City Hospital and decreased traffic congestion; and
Whereas, The proposed hospital interchange will be built
adjacent to the hospital and Exit 14 will be constructed
approximately halfway between Exits 13 (West King Street) and 16
(Edwin Miller Boulevard) on Interstate 81; and
Whereas, West Virginia Route 9 could be a vibrant hub in the
ongoing economic growth and an essential part of the future
economy of the eEastern pPanhandle; and
therefore, be it
Resolved by the Senate:
That the upgrade of West Virginia Route 9 to four lanes and
the creation of Exit 14 on Interstate 81 in Martinsburg, West
Virginia, is hereby supported; and, be it
Further Resolved, That the Clerk is hereby directed to
forward copies of this resolution to the Governor, United States
Senators Robert C. Byrd and John D. Rockefeller and the Secretary
of Transportation.
